As you may or may not know, Hermaeus Mora and Sheogorath have the same voice actor (in Skyrim, at least). Now all I can imagine is Sheogorath just following Mora around and mimicing him, being all mysterious and talking complete gibberish about fate and stuff in this really deep voice.
